What is In-transit Threats and Risk Management about?
Merchant ships face a variety of security threats while underway. Principal among these are piracy and armed robbery, terrorism, and cyberattacks. If not successfully evaded or deterred, these threats can result in injury and loss of life of vessel personnel, damage to and loss of ships and cargoes, and disruption of the intermodal supply chain, related business, and economies. This chapter discusses the nature of the most important security threats to vessels underway. It delineates various avenues for minimizing and mitigating such threats, including international conventions and codes; national regulations; governmental initiatives, policies, and guidance; industry guidelines; formal risk-management systems; vessel security plans and assessments; training, drills, and exercises; voyage planning; rerouting; military and paramilitary intervention; and security systems and equipment.
