Abstract: A logical 18-step planning model is used in a training guide to aid top managers in the overall process from identifying and prioritzing needs, to selecting and implementing the most appropriate and efficient means of meeting them. The overall philosophy considers organizations within a social context, and views organizations and organizational resources (e.g., people, roles, procedures) as a means to societal ends. Management tools and a framework are provided for needs assessment and planning. The difference between means and ends (how we do things, and the results of this) is stressed throughout as a critically important concept. An extensive problem from a hypothetical service organization extends throughout the text, with numerous examples and exercises included for each major concept discussed.
