What is Determining plurality about?

Given a set of __n__ elements, each of which is colored one of __c__ colors, we must determine an element of the plurality (most frequently occurring) color by pairwise equal/unequal color comparisons of elements. We prove that ( __c__ − 1)( __n__ − __c__ )/2 color comparisons are necessary in the worst case to determine the plurality color and give an algorithm requiring (0.775 __c__ + 5.9) __n__ + __O__ ( __c__ ^2^ ) color comparisons for __c__ ≥ 9.
