The International Court of Justice ruled against the United States in the Nicaragua Case of 1984. The ICJ found that the U.S. had violated international law by mining Nicaraguan harbors and supporting Contra rebels in their fight against the Nicaraguan government. While the U.S. argued it had acted in self-defense and in support of El Salvador, the ICJ determined the scale of Nicaraguan aid to Salvadoran rebels did not constitute an armed attack, and the U.S. response was disproportionate.
