What is The Lieber Code of 1863 Explained about?
The Lieber Code established rules of conduct for the Union Army during the Civil War. It outlined that areas occupied by an enemy are under martial law and that martial law involves the suspension of civil law by military authority as needed for military necessity. It also stated that martial law does not admit of cruelty, torture, or acts that make returning to peace difficult. Military necessity allows for destruction of enemy property and means of subsistence but not dishonorable conduct.
