What is Salazar about?

Fray Domingo de Salazar wrote a report for the King of Spain on the affairs of the Philipinas Islands from 1582-1583. He summarized that the Spaniards had introduced money and taxation which made provisions scarce. They overworked and mistreated the indigenous people by forcing labor without pay, seizing crops and goods, and cruelly punishing those who did not pay all demanded tributes.
