Fusing occurs when skin or tissue that has been irritated breaks down, causing it to stick together rather than remain slick. This forms fibrous bands of scar tissue. Atrophy is different, as it is a gradual wasting away where tissues shrink and disappear over time. While atrophy may cause tissues to appear fused, it is actually a separate process.
