Primitivo Santos filed a complaint against Municipal Judge Arturo Cruz alleging partiality and conduct unbecoming a judge. An investigation found no evidence to support the partiality charge but did find that during a trial, Judge Cruz lost his temper and told a witness to "go to hell", showing intemperate language. The judge was exonerated of partiality but found guilty of conduct unbecoming a judge and given a one month salary fine and warning.
