In the last two decades, criminologists and sociologists have undertakenin Switzerland and Europeimportant enquiries into the punitivity of the population and of courts. However, these results were not presented in a comprehensive way nor studied with regard to their coherence. They were not compared with the data contained in the statistics on sentencing to study the congruence or discrepancies between declared punitivity and the practice of judicial authorities, interpreted in a larger social framework. This problematic is dealt here with several large datasets from enquiries and official statistics from Switzerland. Due to the fact that the results coincide with the period of two reforms of the Swiss sanctions system (2007 and 2018), the first with the objective of reducing the use of prison sanctions, the second reversing slightly the endeavour, the subject of the importance of these revisions will receive special attention.
