Infrastructure networks (e.g., energy distribution systems) are vulnerable to a diverse set of disturbances, which can cause their failure. For instance, the 2012 superstorm Sandy left 8.5 million customers without power (FEMA 2013). The 1994 Northridge earthquake caused about 140 roads closures and more than USD 40 billion in losses (Hays 1996). Under extreme events, fragility analysis is the commonly used tool to define the conditional probability of occurrence of a representative damage condition under certain disruptions at both component and system levels. Fragility analysis is a system reliability analysis with correlated demands and capacities. It can be conducted using different methodologies to establish the probabilistic characterization of the demands on structures (Shinozuka et al. 2000;Lupoi et al. 2006). At the system level (e.g., transportation network), performance of the network depends on the number of components and the interaction between the component and system (Akgül and Frangopol 2003;Ouyang and Dueñas-Osorio 2011;Rokneddin et al. 2013; Dong and Frangopol 2017a).
