The East Bus and West Bus harmonic filters experienced failures of reactors, fuses, and capacitor cans. For the East Bus filter, measurements showed unbalanced phase currents and the inductance was estimated to tune to the 3.9th harmonic instead of the intended 5th harmonic. Some capacitors were underrated for the 13.8kV application, putting undue stress on components. To solve this, underrated capacitors were replaced and the inductance was corrected to tune properly to the 5th harmonic.
