What is Implementing TRQs in Indonesian Agriculture about?

The document discusses introducing tariff rate quotas (TRQs) for four commodities in Indonesia to stabilize prices while protecting farmers. It raises questions about whether TRQs are the right tool and how to set quota volumes, in-quota tariff rates, and allocation mechanisms. TRQs could provide flexibility over import restrictions but proper administration is needed to avoid rent-seeking and ensure the quotas achieve their goals.
