This is a scientific note which describes why the premix carpet (PC) is a "disaster" bituminous mix for roads in India especially streets in towns and cities of India. Despite sand seal at the surface, PC is an extremely porous mix which gets saturated with water due to inadequate surface drainage especially in most towns and cities of India, resulting in stripping and potholes every monsoon.
