This paper presents a semi-analytical theory for water waves propagating over a submerged vegetated area, focusing on small-amplitude periodic waves scattered by vertical cylinders. The study employs multi-scale perturbation theory to derive governing equations for wave dynamics and introduces a new drag coefficient formula based on experimental data. The model effectively captures wave scattering effects and shows strong agreement with experimental results for both normally and obliquely incident waves.
