Fourth Circuit Ruling on Cox v. Dodson

Frank Cox filed a 42 U.S.C. § 1983 complaint that was denied by the district court. Cox appealed pro se to the Fourth Circuit Court of Appeals. The Fourth Circuit affirmed the district court
