What is Memories of a Dust-Dystopia about?

The narrator lives alone in an old house in a remote, dried-up area where there used to be a river. They reminisce about happier times past when their family would have "jazz nights" together, playing music. As the area declined due to lack of resources and isolation, people left until the narrator was the only one remaining.
