What is Chapter Four. Government Regulation and Assistance about?

As COMMON CARRIERS doing a general business of transportation for the public and frequently using public property such as streets, the intercity electric railways were subjected to control over the their activities by the various levels of government-Dominion, provincial, and local. The sphere of Dominion control was much greater than that of Federal control in the United States. The electric railways in Canada received a certain amount of financial assistance in the form of government subsidies, and, particularly in later years, a number of the lines passed into government ownership.
