The study investigates the impact of regulation on the financial performance and outreach of microfinance institutions (MFIs) in 21 Latin American countries from 2005 to 2017. Findings suggest that regulated MFIs tend to serve better-off clients, which improves their financial performance but decreases outreach to poorer clients, while unregulated MFIs focus on serving the poor without compliance costs. The results highlight the need for regulatory bodies to balance compliance costs with the outreach goals
