Petitioners brought a lawsuit against General Fabian Ver alleging that the Task Force Makabansa conducted illegal raids on underground houses in Metro Manila under defective warrants. During these raids, the Task Force seized the personal belongings of petitioners and interrogated them in violation of their rights to silence and counsel. Petitioners were also tortured and intimidated. The Supreme Court ruled that while the privilege of habeas corpus was suspended, this did not eliminate the petitioners
