The Supreme Court ruled that Vivienne Tan could not be considered a Philippine citizen at the time she registered as a voter. While Tan was born to Filipino parents, she became a naturalized US citizen in 1993 and lost her Philippine citizenship at that time. She applied to register as a voter in the Philippines in 2009 but did not take an oath of allegiance to regain Philippine citizenship until after registering. The Court affirmed the lower court
