One of the biggest challenges in foster care today is the increasing number of foster children who have been sexually abused and exhibit severe emotional and behavior problems. In my years as a practicing psychologist working in foster care, I have watched the struggles of foster parentsand treatment teams as they work to promote normal development in the midst of severe sexual acting out.A review of the scientific literature on child abuse reveals scant reference to foster care. There is astated view that foster care as atreat- ment strategy for sexual abuse is inappropriate because the perpetrator should be removed instead of placing the child in out-of-home care [see Lie & McMurty 1991]. The grim reality, however, is that many children in foster care have been abused in multiple ways (emotional, physical, and sexual); have lived in poverty, violence, and chaos; and have mental health problems that are long-standing.This books serves as a reference for clinicians, professionals and care providers.
