What is City Court Jurisdiction in Estafa Case about?
The Supreme Court ruled that a city court, not a Court of First Instance, has jurisdiction over a 1974 estafa case involving bounced checks. The penalty for such an offense at the time was within the jurisdiction of city courts. Applying an increased penalty from a 1975 decree would constitute an ex post facto law. The city court properly took cognizance of the case initially and should try it.
