This research article presents new evidence of public institutions at the site of Shakhi Kora in the Sirwan/Upper Diyala region of Iraq during the Late Chalcolithic period. The findings indicate a sequence of institutional households that preceded a regional rejection of centralized social organization, which was not revisited for nearly 1500 years. The study emphasizes a bottom-up approach to understanding the emergence and functioning of these institutions within their local contexts.
