What is The Deliberative Turn and U-Turn in Democratic Theory about?
Abstract This chapter considers the “deliberative first statements” through which the commitments and values of deliberative democracy were established. Specifically, it offers an account of the emergence of the deliberative approach around 1990, as it appears in Habermas and others, considers its evolving shape over time, and evaluates how it has responded to a variety of specific criticisms. Here, special attention to concerns raised regarding the ideal nature of deliberative theory is given. As shown, deliberativists have responded to these and other challenges by taking a more expansive view of what deliberation means. Such an approach is especially visible in the recent systemic turn in deliberative theory. The goal of the chapter is to construe the deliberative approach such that it can become the best representative of the first face of democracy, and thus the best conception of democracy to take on the challenge of agonism.
