Central Negros Electric Cooperative (CENECO) entered into a collective bargaining agreement with a labor union (CURE) representing its employees from 1987 to 1990. In December 1989, CURE requested negotiations for a new agreement. CENECO denied the request, claiming employees cannot form or join a union. CURE members then approved withdrawing membership from CENECO to avail of union benefits. CENECO denied the withdrawal. The issue was whether employees who withdrew CENECO membership could form or join CURE
