What is People v. Santiago: Homicide Ruling about?

The Supreme Court of the Philippines upheld the conviction of Gregorio Santiago for homicide by reckless negligence after striking and killing a 7-year old boy with his automobile. Santiago argued the trial court lacked jurisdiction and that Act No. 2886, which allowed prosecutions to be brought in the name of the People of the Philippines rather than the United States, was unconstitutional.
