Tension members are designed to resist rupture on the effective net area, which accounts for reductions in cross-sectional area from holes and other openings. The inherent ductility of steel allows for stress concentrations to be redistributed through yielding, justifying the use of average stresses in design. Failure occurs when the highest stressed bolt line reaches the yield strength of steel on the reduced net area.
