During World War II, Portugal maintained an official policy of neutrality under the authoritarian regime of Antonio de Oliveira Salazar. While Portugal refused military alliances, it became a transit country for thousands of refugees fleeing Nazi persecution in Europe. The Portuguese government granted visas selectively and grew increasingly restrictive over time. One diplomat, Aristides de Sousa Mendes, disobeyed orders by granting visas to all refugees in 1940, saving thousands of lives but facing censure
