1) Federico Suntay filed a petition for just compensation against the DAR and Land Bank of the Philippines for the taking of his 948 hectares of land. 2) The RARAD ordered Land Bank to pay Suntay P157.5 million as just compensation. Land Bank challenged this amount. 3) Land Bank filed a petition for certiorari with the DARAB to nullify the RARAD decision. Josefina Lubrica, successor to Suntay, sought to prohibit the DARAB from hearing the case, arguing it lacked jurisdiction.
