This paper examines the impact of COVID-19 on small and medium enterprises (SMEs) in China through two waves of phone surveys. The initial outbreak took a heavy toll, with 80% of SMEs temporarily closing. After restrictions eased, most had reopened but were running at partial capacity due to low demand. Around 19% of incorporated enterprises and 25% of self-employed businesses had permanently closed between surveys. The study contributes to understanding COVID-19
