This paper develops a single-fluid description of a partially ionized plasma that accounts for ohmic, ambipolar, and Hall diffusion. It shows that Hall magnetohydrodynamics plays an important role when the dynamical frequency exceeds a critical frequency proportional to the ion-cyclotron frequency and inversely proportional to the ion-to-bulk mass density ratio.
