ASEAN established the ASEAN Intergovernmental Commission on Human Rights (AICHR) in 2007 to address human rights issues, but it has limited powers. The AICHR is staffed by one commissioner from each ASEAN country. Some countries and civil society groups wanted a body with more extensive authority.
