Smyth provides a critique of prescriptive educational reforms which have produced alienation, demoralisation, and fragmentation amongst teachers and schools in western industrial societies. He argues that what we have is a crisis of confidence rather than competence; that we should give teachers more control over their own teaching and their own development as professionals; and that it is crucial for ownership and control of the appraisal or supervision process to be in the hands of school participants. He argues against top-down models of supervision and their technocratic and bureaucratic nature; and for appraisal as a collegial process (used by and for teachers). Teachers should be enabled to be active agents not only in changing the technicalities of their teaching but also in transforming the conditions, structures, practices and social relationships which frustrate their own teaching
