Reconstruction policies evolved from 1865 to 1870 as Republicans passed increasingly radical bills to protect the rights of freed black men. The 14th and 15th Amendments granted citizenship and voting rights to African Americans. However, after Reconstruction ended in 1877, conditions deteriorated for black southerners.
