Petitioner was convicted of violating BP 22 for issuing checks that were dishonored by the bank due to a closed account. However, petitioner claimed the SEC had issued an order suspending all payments from GSMC due to an ongoing rehabilitation plan. The Court of Appeals partly acquitted petitioner for 8 of the checks but upheld convictions for the remaining 2 checks. The Supreme Court further acquitted petitioner, finding that the SEC order legally prevented payment and suspended GSMC
