What is Jeeves and Bingo about?

Bertie wakes up to find Jeeves bringing his morning tea as usual. They discuss the weather and the newspaper. Bingo Little calls but leaves no message. Bertie runs into Bingo in the park, who is wearing a hideous tie. Bingo takes Bertie to lunch at a cheap tea shop, where they meet his new love interest, Mabel the waitress.
