Bolted joints are weaker in shear loading than tensile loading. There are four steps to shear failure in a bolted joint: 1) static friction initially resists movement, 2) plates slide against the bolt, 3) the bolt elongates and weakens under cyclic loading, 4) the joint fails through bolt breakage or plate yielding.
