Provincewide consultations were launched last year after a review found a gap between the number of special needs students identified by schools and those receiving government funding. Recommendations call for a system-wide acknowledgment that all students come to school with unique learning needs. The recommendations also include discontinuing the coding system, which puts students into mild, moderate and severe categories based on medical conditions.
