What is Air Travel Policy Relaxation Memo about?

The Government of India has issued a memorandum allowing officials to travel by airlines other than Air India for official purposes on routes where Air India does not operate. This general relaxation is contingent upon Air India starting services on those routes, at which point the relaxation will be nullified.
