What is Bribe-Riddled Police Reform Efforts about?

The text discusses corruption within the Indonesian police force. It notes that the police chiefs signed a contract to push for bureaucratic reform, known as the "Quick Wins" program. However, the writer saw a documentary showing police openly taking bribes from motorists in Jakarta. This widespread corruption is an embarrassment, but the police feel no need to reform because there is no real effort to stop these illegal actions. In democracy, all people should be equal under the law.
