What is Health as Citizenship Narrative about?

This article examines the dynamics of health and disease as issues for citizen ship. Citizenship entails the tension or balance between individual freedom a collective welfare. Thus, the investigation of health care (as distribution, provis and access) aims to understand not only citizenship as membership and entit ment, but also as quality, substance and cohesion. It is argued that the stories o health and disease (in particular, AIDS and questions concerning mandatory testing for pregnant women and newborns) are revealing of who is include (socially, politically, economically) and who is marginalized or excluded. Furthe because AIDS is an issue for citizenship, it is necessary to examine the politics disease in the context of contemporary citizenship debates. Two theoretical fram works are considered: privacy vs. public health and social cohesion vs. differen ation. The conclusion reached is that differentiated approaches to citizenship an political identity are relevant to health and bioethical debates.
