What is Low Water Surcharge for Paraguay about?

The Paraguayan Naval Prefecture issued a new resolution restricting ship navigation in the Paraguay River due to decreasing water levels. As a result, a low water surcharge will be applied to all cargo shipped to Paraguayan destinations via Buenos Aires and Montevideo.
