What is Improve Hand Over Success Rate in LTE about?

1) Define correct neighbors and periodically check for missing neighbors using tools like Nastar. Remove neighbors with few handovers and poor HOSR based on handover statistics. 2) Avoid same BCCH+BSIC combinations and keep a distance of 6km between sites with the same combination to improve HOSR. Check periodically for new sites. 3) Improve inter-BSC handover success rate (HOSR) by properly defining external neighbor parameters like layer and threshold, and minimum DL power of candidate cells.
