What is Steering System Inspection Guidelines about?

While inspecting a steering system at sea, one should check for air bubbles in the sight glass and any leaks in the system. Air trapped in the hydraulic fluid would be indicated by bubbles in the sight glass. When air becomes trapped, the rudder will respond erratically and bubbles will be visible in the sight glass. An electric motor failure in an electro-hydraulic steering gear would cause the rudder to remain locked in its last position.
