There are two common ways to tell time - formally saying the hours then minutes such as "seven forty-five" or more popularly saying the minutes then hours such as "fifteen minutes past seven". For minutes 1-30 you can say "past" and the preceding hour, and for 31-59 you can say "to" and the forthcoming hour, or alternatively say "a quarter past/to" for 15 minutes or "half past" for 30 minutes.
