What is BCDA about?
The Supreme Court ruled that the Bases Conversion and Development Authority (BCDA) is exempt from paying docket fees required for its petition for review filed with the Court of Tax Appeals. BCDA filed a petition for review to pursue a claim for refund of creditable withholding taxes paid under protest. The CTA dismissed the case for failure to pay docket fees. The Supreme Court found that as a government instrumentality vested with corporate powers, BCDA is exempt from docket fees under the Rules of Court.
