Barth and Bradley (B&B) provide an excellent review of how SLAs got themselves into their present mess and the regulatory and legislative initiatives and responses. The tables and figures are particularly useful as references to be kept within handy reach. Not entirely unexpectedly, the analysis is somewhat colored in favor of the Federal Home Loan Bank Board. But one of my favorite historians, Carl Becker, claimed that history is the most subjective of all disciplines. For the sake of increasing objectivity, I will note that B&B do gloss over a number of events less favorable to the Board; for example: • For many years the Board minimized, if not covered up, the dollar magnitude and seriousness of the problem to both Congress and the public. This delayed a proper understanding of the problem and the introduction of effective corrective measures. (The current Board recognition of an even $50 billion FSLIC deficit, which may be on the low side, is a major step forward as it helps to move the public policy debate toward greater realism.) • For many years the Board actively encouraged insolvent thrift institutions to "grow out of their problems" by assuming greater interest rate risk.
