This document presents research on developing eco-efficient self-compacting concretes (SCCs) with low binder contents. A mix design method was proposed to optimize material proportions. Fine fly ash was used to replace up to 30% of Portland cement. The SCCs produced compressive strengths up to 59 MPa at 28 days and 71 MPa at 91 days, with good durability indicators. The CO2 intensity of the concretes was among the lowest reported for SCCs, at 4.7 kg CO2/m3*MPa, and the binder content was the lowest reported
