Al-Qaeda in Yemen has expanded its control over parts of southern Yemen in recent years amid government decline. It now controls parts of several provinces including Abyan and Shabwa, where it provides services to residents and engages in ongoing battles with the Yemeni army. The group has also changed its tactics from small terrorist cells to taking and holding territory, recruiting more fighters from Yemen and abroad. A UN observer reported that opposition and Al-Qaeda now control about one-third of Yemen
