"Faced with record numbers of lawbreakers, overcrowding of prisons and jails, and rapidly escalating costs of imprisonment, courts across the country are experimenting increasingly with orders to perform unpaid labor as punishment. McDonald analyzes one of the most innovative efforts - that of the Vera Institute of Justice -- to sentence relatively small-time but chronic property offenders to community service. These alternative sentences include painting nursing homes, repairing park benches, rehabilitating ghetto buildings, and other jobs involving manual labor by closely supervised work crews in New York City. Using statistical analyses of decisions and material drawn from extensive interviews, McDonald examines how three different New York City criminal courts responded to attempts by outsiders to change their sentencing practices. His account expands our understanding of how courts work and why court reforms succeed or fail.
